EU Open to UK Joining Pan-European Customs Scheme: Trade Talks Underway

The European Union’s new trade chief, Maros Sefcovic, has revealed that the UK could be considered for joining the Pan-Euro-Mediterranean (PEM) customs area as part of ongoing “reset” talks between the UK and EU. The PEM allows goods to be sourced from across Europe and North Africa for tariff-free trade, benefiting manufacturing supply chains.
While Housing Minister Matthew Pennycook stated that the UK is not currently seeking to participate, discussions with businesses are underway to explore the potential benefits of this scheme, aimed at reducing red tape and improving trade.
Mr. Sefcovic emphasized that the ball is in the UK’s court, noting that the idea has yet to be formally presented by the UK government. He also mentioned the need to review the current veterinary agreement to ease trade friction for food and farm products.
The EU-UK fisheries deal, set to expire next year, will also require attention, with Mr. Sefcovic stressing the importance of finding a solution.
Additionally, Sefcovic touched on a European Commission proposal for youth mobility, allowing young people from both the UK and EU to travel, work, and study in each other’s territories. Although previously rejected, the scheme aims to foster long-term relations between the UK and EU.
Despite ongoing challenges, Sefcovic stated that UK-EU relations are improving, with both sides keen to strengthen ties. Prime Minister Keir Starmer is set to attend an upcoming EU summit focused on defense and security.
